Appropriates unspecified amount from bond proceeds fund to the Board of Regents of the University of Minnesota for higher education asset preservation and replacement (HEAPR) spending under Minnesota Statutes section 135A.046.

Appropriates unspecified amount from bond proceeds fund to the Board of Trustees of Minnesota State Colleges and Universities for HEAPR spending under Minnesota Statutes section 135A.046.

Authorizes the commissioner of management and budget to sell and issue state bonds in an unspecified amount to fund the appropriations under procedures prescribed by Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.

Effective the day following final enactment.
