Requires government authorities to obtain a search warrant to access customer financial records from financial institutions, eliminating the previous authorization through judicial or administrative subpoenas for general purposes.

Preserves an exception allowing law enforcement, lead investigative agencies, and prosecuting authorities investigating financial exploitation of vulnerable adults to obtain financial records via judicial or administrative subpoena under section 388.23.

Repeals subdivision 5 of section 13A.02, which previously permitted transfer of financial records between government authorities when records were pertinent and necessary to a receiving authority's law enforcement inquiry.

Repeals subdivision 1 of section 13A.04, which previously allowed financial institutions to voluntarily notify government authorities and provide access to financial records regarding possible statutory violations or financial exploitation without a warrant or subpoena.
