Requires freelance court reporters and court reporting firms to charge all parties the same rate for copies of the same transcript according to Minnesota Rules of Civil Procedure, rule 30.06

Mandates disclosure of contracts or exclusive agreements with court reporters or court reporting firms in writing before depositions or legal proceedings commence, or orally on the record at the start of proceedings

Prohibits court reporters and court reporting firms from acting as advocates for any party or treating parties unequally in service provision

Establishes remedies for violations including voiding the record and reconducting proceedings, or imposing sanctions including civil contempt, costs, and reasonable attorney fees against violating parties

Effective August 1, 2015, for legal proceedings commencing on or after that date
