Applies only during state of emergency proclamations by the governor relating to public disorder or disaster.

Peace officers may temporarily disarm lawfully detained individuals only if reasonably necessary for immediate protection, and must return all firearms, ammunition, accessories, and weapons before release unless the individual is arrested or items are seized as evidence.

Prohibits government units, officials, and employees from prohibiting lawful possession or use of firearms, seizing or confiscating firearms except as authorized, suspending or revoking firearms permits except as authorized by law, or closing firearm businesses unless closure applies equally to all commerce.

Clarifies that emergency management powers under chapters 9 and 12 do not authorize violation of these restrictions on firearm seizure and confiscation.

Allows individuals aggrieved by violations to seek damages, injunctive relief, and attorney fees in district court, with expedited procedures for immediate return of seized items through the court clerk.
