Creates a new licensing system for clinical lactation care providers in Minnesota under chapter 148 of Minnesota Statutes, effective July 1, 2017.

Requires licensure from the Commissioner of Health to practice clinical lactation services; allows unlicensed individuals to provide basic breastfeeding education and support without licensure.

Establishes initial licensure fee of $80 and biennial renewal fee of $80; applicants must hold current credentials from the International Board of Lactation Consultant Examiners or the Academy of Lactation Policy and Practice.

Protects titles including "licensed lactation consultant," "licensed certified lactation counselor," and related designations for licensed providers only; prohibits unlicensed persons from using these titles.

Requires Commissioner of Health to conduct a stakeholder study by September 15, 2017, examining barriers and challenges to breastfeeding initiation, duration, and exclusivity, including certification costs and access issues.
