Establishes a pollinator investment grant program administered by the state agriculture commissioner to provide grants equal to 10 percent of qualifying expenditures for protecting wild and managed insect pollinators.

Defines qualified expenditures as costs for planting neonicotinoid-free seeds with integrated pest management practices, or creating new pollinator habitat including prairie strips, renovated pastures, riparian areas, native hedgerows, and diverse flowering plants.

Requires applicants to be Minnesota residents or eligible farm entities, be principal farm operators, and submit documentation of qualifying expenditures during the qualifying period to the commissioner.

Limits grants to individual applicants and married couples at specified maximum amounts, with the same limits applying per entity for partnerships, corporations, trusts, and estates; applicants may receive multiple grants over the program's life without exceeding cumulative limits.

Appropriates unspecified funding from the general fund to the agriculture commissioner in fiscal year 2017 to implement the grant program.
