Amends Minnesota Statutes 2014, section 121A.031, subdivision 1, regarding student bullying policies in public schools.

Expands the scope of bullying policies to apply to student-on-student bullying occurring on school premises, at school functions or activities, on school transportation, and through electronic communications.

Includes off-premises electronic bullying that substantially and materially disrupts student learning or the school environment within the scope of school bullying policies.

Exempts home schools and nonpublic schools from the state bullying policy requirements, and exempts public schools in districts that have adopted their own written bullying policy under Minnesota Statutes 2012, section 121A.0695.

Applies student bullying policy provisions to school-aged children who voluntarily participate in public school cocurricular or extracurricular activities.
