Commissioner of human services must develop and implement by July 1, 2017 a program to make discounted prescription drugs reimported from Canada available to Minnesotans.

Commissioner shall negotiate prices with licensed Canadian pharmacies and contract with them after verifying business location, provincial licensure, licensed pharmacist staff, and direct supply of drugs.

Eligible entities include state and local government employee health plans, state health care programs (medical assistance and MinnesotaCare), and health plan companies; all must offer enrollees the option to purchase drugs through a state website.

State and local employee plans and state health care programs must exempt drugs ordered through the program from enrollee co-payments; health plan companies must pass all savings to enrollees through reduced co-payments or premiums.

Commissioner shall develop an implementation plan by December 15, 2016 establishing drug selection criteria, pricing assessment amounts, quality assurance procedures, and data privacy protections.
