Allows parents of prekindergarten children who are deaf or hard-of-hearing and eligible for special education services to enroll in charter schools serving primarily deaf and hard-of-hearing students.

Establishes an enrollment process for eligible prekindergarten pupils in these specialized charter schools.

Makes the enrollment provision effective only if the commissioner of education determines there is no added cost attributable to the pupil for the 2016-2017 school year and later.

Appropriates $69,000 in fiscal year 2017 from the general fund to the commissioner of education for enrolling eligible prekindergarten children under this provision.
