Increases reimbursement rates by 5 percent effective July 1, 2016, for intermediate care facilities for persons with developmental disabilities (ICF/DD), consisting of 3 percent workforce compensation, 1 percent quality improvement, and 1 percent person-centered components.

Requires ICF/DD facilities to use 90 percent of the workforce compensation component increase for direct employee compensation costs, with restrictions excluding central office and management contract employees.

Establishes requirements for ICF/DD facilities to submit quality improvement projects and community integration projects by June 30, 2017, to receive the full rate increase.

Increases reimbursement rates, grants, and allocations by 5 percent for home and community-based services providers beginning July 1, 2016, with the same three-component breakdown and employee compensation requirements as ICF/DD facilities.

Requires distribution plans to be posted for at least six weeks and provides employees with contact information to dispute wage increases; mandates state grant contracts be amended within 60 days and made retroactive to the effective date.
