Amends nursing facility replacement and consolidation provisions to shift rate adjustments from "property payment rate" to "external fixed costs" terminology for specific projects in Steele County, Goodhue County, and general consolidations effective January 1, 2017.

Modifies the Goodhue County consolidation project (clause 6) to reduce the cost-sharing percentage from 48.5 percent to 57.2 percent and updates bed count details from 69 delicensed beds to 85 delicensed beds from consolidating two existing facilities into one 64-bed facility.

Clarifies that nursing facility consolidation rate adjustments under sections 144A.071 subdivisions 4c and 4d are included in the definition of "external fixed costs" for payment rate calculation purposes.

Delays effectiveness of Goodhue County consolidation project amendments until January 1, 2017 or upon completion of construction and closure, whichever is later, with the Commissioner of Human Services required to notify the revisor of statutes when effective.

Restructures Section 256B.441, subdivision 53 to reorganize the calculation methodology for external fixed costs payment rates while maintaining existing cost components and formulas.
