Permits the Minnesota Commissioner of Health to continue using all-payer claims data for five authorized purposes: evaluating health care home programs, studying hospital readmission trends with the RARE campaign, analyzing variations in health care costs and quality by geography or population, evaluating the state innovation model testing grant, and compiling public use files of summary data.

Requires public use files of summary data to be available at no or minimal cost by March 1, 2016, and by Web-based electronic download by June 30, 2019, with annual updates and clear disclaimers about data characteristics.

Prohibits public use files from identifying individual patients, payers, or providers, and bars collection of additional data elements beyond those authorized as of June 30, 2015.

Allows the commissioner to publish results of authorized data uses without disclosing the identity of individual hospitals, clinics, or other providers.

Extends the authorization to use data for analyzing variations in health care costs and quality from July 1, 2016 to July 1, 2019.
