Amends Minnesota Statutes section 124D.03, subdivision 5a to add children of school district staff as a priority group in open enrollment lottery processes.

Requires school districts to give priority in impartial lotteries to siblings of currently enrolled students, applications related to approved integration and achievement plans, and children of district staff when applications exceed available seats.

Mandates school districts establish the lottery process in written policy approved by the school board and post the process on the district website.

Becomes effective for the 2017-2018 school year and all subsequent years.
