Expands the definition of "licensee" under duty to warn requirements to include practicum psychology students, predoctoral psychology interns, and individuals completing postdoctoral supervised psychological employment to qualify for licensure.

Extends duty to warn obligations to students or interns practicing marriage and family therapy under qualified supervision as part of an accredited educational program or supervised postgraduate experience required for licensure.

Includes alcohol and drug counseling practicum students and individuals participating in postdegree professional practice in alcohol and drug counseling within the definition of "provider" for duty to warn purposes.

Maintains that duty to warn is triggered only when a client or other person communicates a specific, serious threat of physical violence to self or a specific, clearly identified potential victim.

Protects providers from monetary liability, causes of action, or disciplinary board action for disclosure, failure to disclose, or erroneous disclosure of confidences made in good faith effort to warn against violent behavior or threat of suicide.
