Implements staggered four-year terms for Metropolitan Council members effective January 1, 2019, with odd-numbered districts ending terms in years ending in "1" and even-numbered districts in years ending in "3"

Expands nominating committee from seven members appointed by governor to include three members appointed by the Association of Metropolitan Municipalities and three by the Association of Minnesota Counties, effective January 1, 2017

Requires nominating committee to submit three finalists for each appointment and publish their names and qualifications publicly for at least 14 calendar days before governor makes appointment, effective January 1, 2017

Establishes Equity Advisory Committee to develop poverty reduction strategies, evaluate transit routes connecting poverty areas to job centers, and recommend policies to reduce poverty concentration, effective January 1, 2017

Requires Metropolitan Council to convene stakeholder group to review and report by January 25, 2017, on sewer availability charges for new or expanded outdoor seating at eating and drinking establishments
