Establishes an electric vehicle promotion program requiring each utility serving a first-class city to file a program plan with the commissioner by August 1, 2017, promoting electric vehicle purchases and infrastructure development.

Program plans may include educational resources for individuals, dealers, multifamily housing developers, and fleet managers; deployment of charging equipment and utility infrastructure; and research projects evaluating electric vehicle grid management potential.

Grants the commissioner of commerce authority to approve, modify, or reject utility plans based on effectiveness in increasing vehicle sales, infrastructure access, customer education, and grid management evaluation.

Allows utilities to recover reasonable costs for implementing and administering approved programs, including public advertisement expenses, subject to commission approval.

Requires utilities to submit annual reports to the commissioner beginning one year after program implementation, documenting promotion activities, outcomes, and potential for electric vehicles to assist in grid management.
