Redefines "bikeway" to encompass bicycle lanes, bicycle paths, shared use paths, and bicycle routes, replacing outdated terminology of "recreational vehicle lanes"

Authorizes the Commissioner of Transportation to plan, design, establish, and maintain bikeways on trunk highway right-of-way and requires bikeway design guidelines consistent with state transportation goals

Establishes state bicycle routes identified primarily on existing road rights-of-way and trails, including the Mississippi River Trail, in cooperation with road and trail authorities and metropolitan planning organizations

Requires the Commissioner to compile and maintain a statewide bikeway map, publish it at least every two years, and maintain bikeways within trunk highway right-of-way unless otherwise agreed in writing

Repeals outdated rules and statutes governing recreational vehicle lanes (Minnesota Rules parts 8810.6000-8810.7000 and related statutes) and consolidates bikeway provisions under new framework focusing on nonmotorized transportation
