Permits the city of Elk River to increase its public utilities commission membership from the current size to five members, notwithstanding Minnesota Statutes sections 412.331 and 412.341, subdivision 1.

Limits the commission to a maximum of two members who may also serve as city council members.

Requires terms for additional members to be staggered and established according to the public utilities commission bylaws.

Becomes effective the day after the city of Elk River's governing body and chief clerical officer comply with Minnesota Statutes section 645.021, subdivisions 2 and 3.
