• Authorizes recall elections for school board members by extending existing county official removal procedures to include school district officials.

• Requires a petition signed by at least 25 percent of voters from the preceding election for the office, filed with the school board election clerk rather than county auditor.

• Establishes grounds for removal including malfeasance or nonfeasance in official duties, or conduct that fails to conform to school board adopted policy or brings the district into disrepute.

• Requires chief justice review of petitions, assignment to a special master for public hearing if sufficient factual allegations exist, and determination by clear and convincing evidence before removal election is held.
