Establishes a grant program through the Office of Higher Education for student teachers enrolled in Minnesota teacher preparation programs for shortage areas, requiring recipients to teach in shortage areas for at least five years or repay a portion of grants prorated by years taught.

Requires the Board of Teaching to contract for an electronic statewide school teacher and administrator job board allowing school districts to post prekindergarten through grade 12 teaching and administrative positions.

Directs the Commissioner of Education to establish a grant program for school districts to create paraprofessional pathways to teacher licensure or "grow your own" teacher programs for current paraprofessionals with bachelor's degrees.

Mandates the Board of Teaching use expedited rulemaking to amend rules allowing teachers with grade 9-12 science licenses and three years of experience to obtain grades 5-8 general science licenses by passing an exam.

Requires a report by December 15, 2016 from the Minnesota State Colleges and Universities chancellor on special education educator programs available, which institutions offer them, and five-year graduate numbers.
