Amends Minnesota Statutes section 116J.394 to define broadband-related terms including "broadband infrastructure," "last-mile infrastructure," "middle-mile infrastructure," and "political subdivision."

Revises definition of "underserved areas" to mean areas lacking wire-line broadband service at speeds of at least 100 megabits per second download and at least 20 megabits per second upload.

Revises definition of "unserved areas" to mean areas lacking wire-line broadband service at speeds of at least 25 megabits per second download and at least three megabits per second upload.

Appropriates $100,000,000 in fiscal year 2017 from the general fund to the commissioner of employment and economic development for the border-to-border broadband fund account.
