Updates Minnesota's broadband access goals by establishing two tiered targets: by 2022, all businesses and homes must have access to at least 25 megabits per second download and 3 megabits per second upload speeds.

Adds a second goal requiring all Minnesota businesses and homes to have access to at least one broadband provider with 100 megabits per second download and 20 megabits per second upload speeds by 2026.

Revises the definition of "underserved areas" to mean regions lacking access to wire-line broadband at speeds of at least 100 megabits per second download and at least 20 megabits per second upload.

Revises the definition of "unserved areas" to mean regions lacking access to wire-line broadband at speeds of at least 25 megabits per second download and at least 3 megabits per second upload.

Amends Minnesota Statutes sections 237.012 and 116J.394 to replace the previous 2015 deadline goal and establish new broadband speed benchmarks aligned with current industry standards.
