Amends Minnesota Statutes section 120B.20 to modify parental curriculum review procedures for instructional materials in school districts.

Defines "instructional material" as material designed for use by pupils and teachers in any format that helps pupils acquire information, skills, opinions, or develop cognitive processes, including textbooks and online or technology-based learning materials.

Requires each school district to establish procedures allowing parents, guardians, or adult students (18+) to review instructional material content and request reasonable alternative instruction if they object to the content.

Permits alternative instruction to be provided by parents, guardians, or adult students if school-offered alternatives do not meet their concerns, with no requirement for school boards to pay for privately-provided instruction.

Prohibits school personnel from imposing academic or other penalties on students for arranging alternative instruction but allows evaluation and assessment of work quality.
