Establishes the Minnesota Health Care Workforce Council consisting of 33 members to monitor health care workforce trends, gather data on education and training, and recommend actions to address workforce needs.

Council membership includes 2 senators, 2 representatives, 11 governor-appointed experts (with at least 5 from outside the seven-county metro area), and representatives from hospitals, medical associations, nursing, education institutions, and state agencies.

Council members serve four-year terms and receive no compensation beyond expense reimbursement, with the Commissioner of Health serving as chair.

Commissioner of Health must submit a preliminary workforce report by September 30, 2017, followed by comprehensive five-year workforce plans beginning September 30, 2018, with annual progress reports in non-plan years.

Appropriates general fund money in fiscal year 2017 to the Commissioner of Health for administrative, planning, and research support for the council and workforce planning.
