Creates designation process for hospitals meeting nationally recognized STEMI receiving center accreditation standards (Society of Cardiovascular Patient Care, Joint Commission, American Heart Association, or equivalent), with three-year designation periods and immediate withdrawal if accreditation is lost.

Requires regional and local emergency medical services programs to develop STEMI transport protocols including standards of care for triage and transport of STEMI patients from first medical contact to the most appropriate hospital based on patient condition, transport time, and hospital capabilities.

Encourages coordination through agreement between STEMI receiving centers and STEMI referring hospitals throughout the state to provide appropriate access to care.

Makes technical changes to Community Medical Response Emergency Medical Technician (CEMT) certification requirements by replacing "training" with "education" throughout the section.

Modifies Emergency Medical Services Regulatory Board audit requirements by removing specific timeframe language ("within 60 days" for biennial audits and "within 120 days" for annual audits) while maintaining filing deadlines.
