• Commissioner of Higher Education must develop and distribute informational materials about federal loan forgiveness programs to increase awareness among eligible Minnesota residents.

• Required materials include a one-page letter summarizing the public service loan forgiveness program, a detailed fact sheet, and frequently asked questions document; commissioner may use federal agency materials instead of developing new ones.

• Commissioner must publish materials on the agency website and verify biennially that information is current, updating any inaccurate or outdated content.

• Employers that are public service organizations must provide employees with loan forgiveness program information by January 1, 2017, and annually thereafter, in written or electronic form.

• New employees hired on or after January 1, 2017, must receive informational materials within two weeks of their first day of employment; employers must also provide employment certification forms upon employee request.
