Grants student journalists in K-12 public and charter schools the right to exercise freedom of speech and freedom of the press in school-sponsored media, regardless of school financial support or use of school equipment and facilities.

Student journalists have the right to determine the news, opinion, feature, and advertising content of school-sponsored media, while student media advisors may still teach professional standards of English and journalism.

Prohibits prior restraint of school-sponsored media except for expression that is libelous, slanderous, invades privacy, violates law, or creates clear and present danger of unlawful acts or material and substantial disruption of school activities.

School districts and charter schools must adopt and post a student journalist policy consistent with the bill that includes reasonable provisions for time, place, and manner of student expression.

School official policies may limit student expression that is profane, harassing, threatening, or intimidating in their professional judgment.
