Establishes a nonconventional teacher residency pilot program in fiscal year 2017 for school districts to provide tuition scholarships to eligible employees seeking elementary education licenses.

Targets education or teaching assistants and other nonlicensed employees in first class city school districts or districts with more than 50 percent minority students who hold a bachelor's degree from an accredited college or university.

Requires participants to enroll in a Board of Teaching-approved nonconventional teacher residency program to obtain an elementary education license.

Appropriates $750,000 from the general fund in fiscal year 2017 to the commissioner of education for tuition scholarships under this program.

Directs the commissioner of education and commissioner of the Office of Higher Education to evaluate program outcomes and submit recommendations to the legislature by February 1, 2017, on whether to continue or expand the program.
