Renames the Washington County Housing and Redevelopment Authority to the Washington County Community Development Agency and expands its powers to include economic development authority functions under Minnesota Statutes sections 469.090 to 469.1081.

Grants the Agency jurisdiction over all territory within Washington County, including areas within city boundaries, and allows municipalities to request the Agency handle their housing, economic development, or redevelopment duties.

Establishes commissioner terms at three years and allows the Washington County Board of Commissioners to authorize the Agency to exercise economic development authority powers through resolution, with limitations permitted under Minnesota Statutes section 469.092.

Prohibits the Agency from levying the tax under Minnesota Statutes section 469.107 but allows it to increase the special tax under section 469.033 with county board approval, with funds usable for both housing/redevelopment and economic development purposes.

Requires municipal approval for any housing, redevelopment, or economic development projects undertaken within city or township boundaries, and allows Washington County to offer tax-forfeited lands to the Agency before making them available to cities.
