Creates a seven-member executive steering committee to govern and administer MNsure's shared eligibility system, consisting of two members each appointed by the commissioners of human services and MN.IT, two members appointed by the MNsure board, and one county representative.

Designates MN.IT services as responsible for design, build, maintenance, operation, and upgrade of the information technology for the shared eligibility system under the steering committee's governance.

Modifies MNsure's premium retention rates: 1.5 percent (up to 25 percent of 2012 baseline) before January 1, 2015; 3.5 percent (up to 50 percent of baseline) for 2015; 3.5 percent (up to 100 percent of baseline) for 2016; and 1.5 percent for plans sold to Minnesota residents through and outside MNsure beginning January 1, 2017 (up to 100 percent of baseline).

Authorizes the commissioner of management and budget to provide up to $20,000,000 in cash flow assistance to MNsure for fiscal years 2014 and 2015, to be repaid with interest by June 30, 2015.

Requires the MNsure board to submit annual reports beginning March 15, 2016, detailing all agreements with state agencies including the terms, time period, and purpose of each agreement.
