Changes the advisory committees for the deaf and hard-of-hearing and blind and visually impaired from submitting annual reports to submitting biennial reports to the commissioner, legislature, and Commission of Deaf, DeafBlind, and Hard-of-Hearing Minnesotans.

Requires the committees to meet periodically at least four times per year and must review, approve, and submit their reports.

Reports must identify and report aggregate, data-based education outcomes for children with primary disability classifications of deaf and hard of hearing or blind and visually impaired, using commissioner child count reporting practices and state and local outcome data reporting systems.

Reports must describe implementation of a data-based plan for improving education outcomes based on evidence-based best practices and include a cost estimate for ongoing implementation of the plan.
