Excludes temporary family health care dwellings from the definition of "housing with services establishment" under Minnesota Statutes section 144D.01, subdivision 4.

Establishes a permit process for temporary family health care dwellings (mobile residential structures no larger than 300 gross square feet) designed to house mentally or physically impaired persons requiring assistance with two or more instrumental activities of daily living.

Requires applicants to provide caregiver relationship verification, medical certification of impairment, proof of healthcare provider access, septic service management documentation, and notice to adjacent property owners.

Counties and municipalities have 15 days (or 30 days if they meet only monthly) to approve or deny permit applications without holding public hearings; initial permits valid for six months with one renewal option for an additional six months.

Permits cost up to $100 for initial issuance and $50 for renewal; counties and municipalities may opt out of the requirements by resolution or ordinance; effective September 1, 2016.
