Expands educational improvement plans to include measures for improving principal performance, in addition to existing teacher and student performance metrics.

Creates new teacher development and evaluation aid of $169 per pupil enrolled (October 1 prior fiscal year) for school districts, charter schools, and other school sites that develop improvement plans, implement alternative teacher professional pay systems, or demonstrate use of funds for prescribed teacher development activities.

Establishes alternative principal compensation aid of $1,050 per licensed principal and principal development and evaluation aid of $1,950 per licensed principal for districts and cooperative units with approved educational improvement plans.

Reduces alternative teacher compensation revenue aid from $260 to $91 per pupil for school districts and charter schools, and reduces cooperative unit compensation aid from $3,000 to $1,050 per licensed teacher.

Appropriates $87,147,000 for fiscal year 2017 (including $7,840,000 for 2016 and remaining amount for 2017) for teacher development and evaluation aid and alternative compensation aid, with state total entitlement capped at $88,118,000 for fiscal year 2017 and later.
