Establishes a 21-member autonomous vehicles task force to report to the legislature on autonomous vehicle use by people with disabilities on public roads and highways, with all members appointed by July 31, 2016.

Task force membership includes two senators, two house members, three state commissioners or designees, disability advocates, paratransit experts, autonomous vehicle technology expert, and automobile manufacturer representative.

Task force shall design a demonstration project and submit findings and recommendations by January 31, 2017 on how autonomous vehicles can serve mobility needs of people with disabilities, including benefits, costs, business models, liability, and safety issues.

Final comprehensive report due by December 31, 2018 to legislative committees with jurisdiction over transportation policy and finance, addressing legislation, rules, policies, and solutions for metropolitan and greater Minnesota areas.

Appropriates $500,000 from general fund to commissioner of transportation for task force expenses including administrative and staff support; task force expires June 30, 2019.
