Removes the 30,000 person aggregate population requirement that previously limited county participation in the community corrections subsidy program.

Allows all counties, whether individually or in combination, to qualify for grants under the community corrections subsidy program.

Requires participating counties to establish a corrections advisory board and designate an officer or agency responsible for administering grant funds.

Mandates counties develop and implement a comprehensive plan for correctional services, including assumption of non-state corrections services currently provided by the Department of Corrections.

Takes effect the day following final enactment.
