Amends Minnesota Statutes section 383D.41, subdivision 5 to delete obsolete language regarding commissioner term requirements that took effect on July 20, 1993.

Allows the Dakota County Community Development Agency board to include an eighth at-large commissioner if required by federal regulations (Code of Federal Regulations, title 24, part 964), with the at-large member restricted to decisions on federal public housing and Section 8 rental assistance programs.

Permits the initial at-large commissioner to begin service prior to January 2017 and establishes the initial term ending on the first Monday in January 2020.

Repeals Minnesota Statutes section 383D.412, which previously treated the Dakota County Community Development Agency as a general purpose local governmental unit eligible for Minnesota investment fund money if county commissioners and agency board members were the same persons.

Takes effect the day after Dakota County governing body and chief clerical officer complete compliance with Minnesota Statutes section 645.021, subdivisions 2 and 3.
