Adds a new subdivision to Minnesota Statutes 2014, section 624.714, permitting active duty military personnel stationed or deployed outside Minnesota to apply for handgun permit extensions through their county sheriff.

Eligible applicants must be members of the U.S. armed forces, National Guard, or Coast Guard on active service, stationed outside Minnesota, and unable to return before permit expiration due to military commitment.

Applicants must submit an affidavit to the appropriate sheriff specifying eligibility and requested extension period between 90 days before and on the permit's expiration date.

Sheriffs must grant extensions without charging a fee and issue a new permit card reflecting the extended expiration date; applicants are not required to apply in person or provide recent firearms training.

Permit holders must apply for renewal at the first opportunity after returning to Minnesota for a reasonably sufficient period, with a 90-day or greater return presumed sufficient.
