Requires the Minnesota Commissioner of Education to aggregate and disaggregate student performance, growth, and outcome data using federal student categories including homelessness, ethnicity, race, gender, disability, home language, migrant status, English language learners, free or reduced lunch, and foster care status.

Mandates that all commissioner reports on student performance must integrate performance data with demographic factors that strongly correlate with that performance.

Requires reporting of student growth and learning data at school, district, and statewide levels using both statewide and federal Elementary and Secondary Education Act categories, with additional categories based on Minnesota population demographics at or above 1,000-person threshold.

Expands English learner data reporting to include all pupils currently or previously counted as English learners under Minnesota law for educational accountability purposes.

Establishes effective date of 2016-2017 school year and later for all provisions.
