School boards may include projects designed to strengthen physical safety of students and staff in health and safety capital projects programs if approved by the commissioner of education.

School districts must provide safety improvement plans to the commissioner describing intended facility improvements and demonstrating they are the most cost-effective way to increase physical safety.

Long-term facilities maintenance revenue is permitted for violence prevention and facility security projects under the new safety provisions, with specific exceptions for laminated glass, public announcement systems, emergency communications devices, and limited facility modifications.

Health and safety capital projects may include security improvements directly related to physical safety of students and staff, facility security enhancements, and equipment and limited facility modifications related to violence prevention and facility security.

All provisions are effective for revenue for fiscal year 2017 and later.
