Requires all televisions in waiting rooms of licensed health care facilities to have closed captioning activated at all times if the television includes a captioning feature.

Health care facilities must make reasonable efforts to prevent the public and individuals using services from independently deactivating captioning features.

Does not constitute a violation if captioning is deactivated by the public or patients, provided facility staff reactivate it as soon as practicable upon discovery.

Does not affect other disability discrimination laws, reasonable accommodation requirements, or rights of persons with disabilities under existing law.
