Establishes student-user privacy requirements for online educational services, prohibiting operators from using student data for targeted advertising or creating student profiles for non-educational purposes.

Requires online educational service operators to implement reasonable security procedures to protect student information and delete protected data within 60 days upon school request.

Prohibits selling student information except in cases of company acquisition or national assessment providers with express written parental consent for employment or educational opportunities.

Requires school districts to publish comprehensive testing calendars before each school year explaining rationale for each assessment and whether it is local, state, or federally required.

Limits local testing time to 10 hours annually for grades 1-6 and 11 hours for grades 7-12, and requires the Department of Education to compile annual data on district assessment preparation expenditures effective 2018-2019 school year.
