Board of Teaching must issue endorsements for dual enrollment instruction to high school teachers in content-specific fields who complete Higher Learning Commission faculty qualification requirements.

Teachers with dual enrollment endorsements may teach postsecondary college-in-the-schools dual credit courses at high schools without additional preparation or supervision.

Board of Teaching must adopt standards for the endorsement in consultation with public postsecondary institutions participating in course agreements and begin issuing endorsements by September 1, 2017.

Aid per pupil enrolled in concurrent enrollment courses increases from $150 to $300, with up to 25 percent of aid available to reimburse teacher tuition for postsecondary coursework to meet accreditation requirements.

Teachers receiving 50 percent or more of tuition reimbursement must continue teaching in the district for two years after receiving an endorsement or repay the reimbursement.

Concurrent enrollment program appropriations set at $4,000,000 for fiscal year 2016 and $13,000,000 for fiscal year 2017, with unused balances carrying forward.
