Modifies Minnesota Statutes section 122A.74 to establish a Principals' Leadership Institute through Minnesota State University Mankato instead of the University of Minnesota or regents of University of Minnesota.

Requires the institute to provide research-based professional development for licensed principals focused on instructional and organizational leadership, including racial equity leadership and culturally responsive practices.

Changes the participant selection process to allow school district or charter school leadership to recommend licensed principals based on leadership potential, with priority given to principals from districts or schools engaged in intentional work to eliminate racial achievement disparities.

Modifies program requirements to base curriculum on current research-based best practices in educational leadership and requires Minnesota State University Mankato to partner with participating districts or charter schools to bridge learning to the district level.

Appropriates $200,000 from the general fund in fiscal year 2017 to the commissioner of education for a grant to the Minnesota State University Mankato Principals' Leadership Institute.
