Increases dental service payment rates for Medical Assistance and MinnesotaCare effective July 1, 2016 to 50 percent of the 90th percentile of 2013 charges submitted for applicable American Medical Association's Current Procedural Terminology codes.

Excludes state-operated dental clinics, federally qualified health centers, rural health centers, and Indian health services from the new payment rate structure.

Requires managed care plans and county-based purchasing plans to reflect the new payment rates effective January 1, 2017.

Mandates that managed care and county-based purchasing plans pass on the full amount of payment increases to dental providers located outside the seven-county metropolitan area.

Removes obsolete language regarding previous payment rate adjustments from October 1992 through January 2014.
