Increases medical assistance payment rates for ambulance services by 5 percent, effective for services provided on or after July 1, 2016, over the rates in effect June 30, 2016.

Requires managed care plans and county-based purchasing plans to increase payments to ambulance service providers by 5 percent for services provided on or after January 1, 2017, and to pass the full increase to providers as higher reimbursement rates.

Applies the increased rate to ambulance service providers whose primary service area is mostly located outside the metropolitan counties listed in Minnesota Statutes section 473.121, subdivision 4, and outside the cities of Duluth, Mankato, Moorhead, St. Cloud, and Rochester.

Applies the increased rate to ambulance service providers based in communities with a population of less than 1,000.
