Creates a 12-member legislative task force to review the 2016 Office of the Legislative Auditor report on Minnesota's teacher licensure program and submit recommendations by February 1, 2017.

Task force must recommend how to restructure the teacher licensure system by consolidating all activities into a single state entity or, at minimum, clarify existing responsibilities to ensure transparency and consistency.

Composition includes six senators (three appointed by senate majority leader, three by senate minority leader) and six house members (three appointed by speaker, three by house minority leader).

Members must consult with affected stakeholders including the Board of Teaching, Minnesota Department of Education, Education Minnesota, school boards association, teacher education colleges, and various minority affairs councils.

Task force appointments expire February 2, 2017, unless extended by law, and the Legislative Coordinating Commission provides technical and administrative support.
