Eliminates requirement that under-performing school districts use up to two percent of basic general education revenue per fiscal year at the commissioner's direction to implement specified strategies and practices.

Removes the commissioner's authority to require districts identified as not making sufficient progress toward world's best workforce goals over any consecutive three-year period to dedicate revenue toward commissioner-specified improvement strategies.

Retains the commissioner's responsibility to identify effective strategies and practices by districts and school sites and assist other districts in implementing them.

Retains the commissioner's duty to identify under-performing districts and report annually by January 25 to legislature committees on districts not submitting required reports and those not achieving performance goals.
