Mandates new motorboats with enclosed accommodation compartments sold in Minnesota after the effective date include new functioning carbon monoxide detection systems installed per manufacturer instructions.

Requires warning labels about carbon monoxide dangers be affixed to gasoline-powered motorboats with enclosed occupancy compartments in the aft/stern area, steering station, and at entrances to enclosed compartments; dealers must ensure labels are attached before sale completion.

Mandates all state-sponsored boating safety courses incorporate information about carbon monoxide poisoning dangers and prevention methods.

Appropriates $210,000 from the water recreation account in fiscal year 2017 to the Department of Natural Resources for implementation and requires a report to the legislature by November 1, 2018 on implementation issues and best practices for carbon monoxide prevention.
