School districts must solicit public testimony and adopt a written plan describing proposed uses of local optional revenue before becoming eligible for such revenue beginning with the 2017-2018 school year.

Board-approved plans for local optional revenue may remain in place for no more than five fiscal years, after which a new plan must be adopted.

School districts may convert up to $300 per adjusted pupil unit of referendum authority from voter-approved to board-approved through a board vote, effective July 1, 2016.

Board reauthorization of referendum authority must occur only after allowing public testimony and adopting a written resolution extending the authority for a specified period not to exceed five years.

Local optional revenue equals $424 times the adjusted pupil units of the district for that school year, with the levy spread on referendum market value.
