Establishes an 11-member General Education Unfunded Mandates Task Force to investigate and recommend elimination of unfunded mandates in Minnesota schools, appointed by July 1, 2016.

Defines "mandate" as state law or commissioner/Board of Teaching requirements on school districts, charter schools, or private schools with civil, criminal, or administrative penalties if not complied with, excluding federal requirements.

Defines "unfunded" as expected additional costs to schools exceeding legislative appropriations designated to cover those costs.

Task force membership includes two governor appointees, two commissioner appointees, two each from house and senate leadership, and one representative each from Minnesota Association of School Administrators, School Boards, and School Business Officials, with at least three current teachers required.

Requires task force to submit recommendations by January 1, 2017 to education committees and the commissioner of education, with the task force expiring January 2, 2017, and appropriates unspecified fiscal year 2017 general fund money to the commissioner for task force operations.
